I think it is going to be very piecemeal. Schools will officially be open but they will shut down more and more often for contact tracing and because of multiple unrelated cases. Decisions will be day to day until (if) Cuomo puts the entire state under a SIP order, which I think he really wants to avoid.
I don't think they're going to do another full-on lockdown like March and April. And as long as there is mask compliance and physical distancing, there's no reason for it.
My mom, who lives in a state which only ever had minimal lockdowns, said to me, look the states which did not lockdown and the states that did, they are in the same place. I'm not sure how accurate that statement is, but the fact is, lockdowns only work if they are adhered to and they only work for the duration they are in effect. The other fact is that they are harmful to people's livelihoods and wellbeing.
The initial promise was "flatten the curve". Then the goal was "reduce cases so that we can test and trace." Both of those didn't work. The only goal they could have now would be "lock down until vaccine", but we've seen that the vaccine distribution is not going well or fast.
We are remote until mid-January to make sure everyone quarantined after Christmas break. Of course there is no way to know if this was done or done according to the guidance. So everyone has to get tested before they are allowed back to school.

I agree with @BrooklynMom . Won't be a full-on lockdown again. Essential stuff like doctor's offices and construction will stay open.
But I have a sinking feeling they will shut schools.
