Our apartment has been so hot that its unlivable. We have heaters that are controlled by the building and even though I close the valve on the heater, its still spewing out heat. I have been leaving the windows open at night in order to be able to sleep....Anyone have this kinda situation? Any tips?

Are you on a low floor? Are you able to cover your radiators or otherwise insulate them? Have you spoken to your building management?
I'm on the 9th floor, building super just says to turn off the valve.
The radiator is covered too. It has a wooden cover, not sure about how to insulate it
Maybe you are not closing it correctly?
I am closing it in the direction marked to close. Maybe I will try it in the opposite direction of open and see.
@ Anonymous Is the radiator still gettign hot or it's just the pipes producing enough heat? If the radiator is still hot, it's worth it to have someone take a look. On one-pipe steam boiler systems, there are also steam valves which regulate the temperature. They have different numbers and some keep it colder than others. Maybe someone had replaced all the valves such that the radiators get really hot.
@Anon thank you for this insight! I will need to get someone to take a look as the radiator is still very hot to touch.
I actually read an interesting article that the old steam heaters and radiators in NYC are SO hot because of the 1928 Spanish flu. They are meant to heat the room so you can sleep with the windows open in the winter to bring in fresh air. Fascinating, huh?
Yes, I read that too. We've had steam radiators in 3 apartments and I love the heat, but they can be a real pain to set at a comfortable level.
