I agree if they mean to ask the state to take over the control of city public schools in general, but not only focus on school reopening.
They want to strip mayoral control of schools. Which they should - too dependent on having a competent person in charge. Mayoral control was only implemented in early 2000s under Bloomberg, and Cuomo has been giving extensions to DeBlasio every couple of years, with latest through 2022. There was a Board of Ed and community boards prior to this. I doubt anything will happen, the State has enough problems to deal with, they don't need the NYC headache. Cuomo is more than happy to keep DeBlasio flailing for a while longer.
