I read an article that said he couldn't close down or further restrict capacity at houses of worship due to a court order. However, they can better enforce the 50% capacity rule. I believe they are also restricting all scheduled services in these zip codes. Only personal worship will be allowed.

Sadly he is not imposing any restrictions on houses of worship which have been sources of spreading (not in Bklyn specifically, in general)
