OP- interesting! I usually give some coworkers tokens of appreciation at the holidays like cookies in a Tupperware with a holiday card... nothing hard to “pull off successfully.” I receive things like this too so I guess my work place is different than others. Sounds like I should hold off this year though.
I think without context it's even odd in a regular year. (I'm a nice person, I promise)
