No? I think the general idea is that the virus is so virulent and unpredictable, and still circulating at such a rate in the country as a whole, that even with precautions, people will continue to get Covid. So the precautions are still aimed at keeping the curve flat.
I think given we now know more about the potentially scary long term effects of Covid on some people, the hope is now to keep the curve flat and at a lower overall rate than might have been considered acceptable initially, when it was assumed you either died or recovered fully.
"No one gets Covid" is not a realistic goal in the US, and I don't think anyone is aiming for that. It's a nice straw man for the truthers to rail against though.
What city/state do you live in? All states I know of have re-opened significantly (schools, restaurants, retail, museums) so I don't think anyone is saying the goal is to do everything so that no one gets Covid.

I'm okay with deferring indoor dining if we can get the damn kids back to school. Even if it's just the little kids.
@Anonymous public schools not being open has very little to do with COVID dangers and a lot to do with the City's inability to implement a plan. My DC started public pre-k this week, and I think it was good that the school eased into it with just a small group of kids. There were lots of kinks to work out with the new process. (That being said, I think NYC should have been able to work out the logistics sooner).
The goal? It looks like the goal is now for the Democratic Party, MSM, academia & public health to panic us into ceding our remaining civil liberties so we can become serfs to our Big Tech & Pharma feudal lords.

I think the goal is to have the numbers low enough that we can do contract tracing and just isolate infected individuals, keeping the R below 1.

NYC. Less than 1% positivity rate and yet ... public schools not open for the most part, indoor dining only starting at 25%.
