It's a mix of two things I think. Obviously, lots of people won't or can't go because of the pandemic (and reasonably so). You then have many people who would still be interested in going, but don't want to spend the same amount of money on a Disney vacation that isn't as good. There is no real point at staying at a Disney resort right now. Many of the restaurants are closed. There are no early magic hour perks. And with no fast passes at all, you don't get early fast pass booking.
Well... the reason there are no early magic hours or fast passes is that the parks are nearly empty. You don't need a fast pass if you can walk onto most rides anyway. So, if you're willing to forgo the character meet & greets and just want to ride rides with super short lines, now's a great time to go.

@Anonymous Disney isn’t closed. In Fl they have been open since May. People just don’t feel like going there due to high infection rates in the state.
