I think we are looking at at least the spring and possibly into next fall. They will never admit that now. But I could see Biden putting pressure on financial companies like mine to require whoever can to continue to work remotely.
I agree that the election had a major impact on this. If Trump had won, people would be back in full force this fall and no later than early 2021. We are on a much slower roll with Biden at the helm.
NP--DH's company said no return before June 2021 at the earliest. They opened a couple of satellite offices in the suburbs for people who need access to a high volume printer or a very professional setting for a voice call but are discouraging coming in more than one or two days a week.
My firm has been open for months , how often anyone goes in is a matter of personal preference, we're not requiring anyone to go in and won't until the pandemic is done.
What protocols are there? Can you only have a certain number of employees at a time? Masks? Distancing? Air filters? Plastic barriers between desks? Etc
Same. My guess is that the pressure on people to come back will really up when a vaccine is available for the general adult public in our area, whenever that is.
Protocols are simple, we have masks, distancing, barrels of hand sanitizer, building has enormous air filters that cycle the entire building every 4-6 hours, we have one-way traffic flow on the floors and in the lobby, everyone has to certify no fever/symptoms to activate cpardkeys for access, and actual fever is tested again in the lobby prior to entry, almost all admin/support personnel work from home, just one person per admin dept. in the office for emergencies. Our headcount in the office is probably over 800 and we are at about 15% of that per day, spread over about a dozen floors. On my floor I normally only see 3-4 people when I go in and we all have separate offices with doors. I've only been in an elevator with other people three times, and it was one or two people. No one is sitting at any cubicles, anyone who used to do that and needs or wants to be in the office has been moved to an office with a door.

DH's company already said WFH until next summer. I think mine will do the same. Both in downtown Manhattan, non-financial.
Same - DH not until late summer earliest. My clients are all remote too.

The tension is between lives vs livelihoods, the answer is different around the country and depending on the size of the office
