I think if you take precautions, like testing before and after they arrive at camp, and limiting interaction with the outside communities once they are there, it can be done.
none of the full-summer, north eastern camps have had outbreaks. One had a counselor test positive during the counselor quarantine period, so they delayed the kids coming and sent that counselor home.
I always thought it would be possible to hold camp with testing and all of the precautions. Makes me even sadder that our camp closed and the kids are home watching TV.
My younger DS is at day camp. I know it's different than sleep-away camp -- no option to isolate the kids. But so far, so good. Keeping my fingers crossed.
There is more to it than just testing. You still have to wear masks and practice social distancing for a quarantine length of time. It is silly to say that that all these camps did was test and get lucky.

Our camp in Maine is also Covid free. Testing before and during camp. no cases.
Ours in NH is also covid free. I'm really impressed that they pulled this off.

Testing is still only 70% sensitive. Luck does play a small part.
